That's because they can handle any of the gasses that may be leftover in the tank after you have used it. It can be really hard to completely empty the tank during your use. It may read as empty, but there may still be more gas left in the tank. Once the disposal center has made sure that all the gas is out of the tank, they can break it down by doing things like taking off the nozzle, removing the valves, and doing other similar things. That will let them recycle or otherwise dispose of the tanks.
